NCUA officials will address the statutory and regulatory appraisal requirements as well as the safety and soundness issues of appraisals. The webcast will also address the Code of Conduct and Fannie Mae requirements.
This session will cover:

• How new HVCC requirements will affect the relationship with the appraiser;
• Statutory appraisal requirements; and
• Safety & soundness consideration.
Speakers:
Robert C. Leonard
Program Officer, Office of Examination and Insurance, NCUA
Robert C. Leonard is a Program Officer with the National Credit Union Administration’s Office of Examination and Insurance. This office is within NCUA’s Central Office located inAlexandria, VA. Rob has been a Program Officer since 2006. His present responsibilities include evaluating new regulations, assessing the quality of NCUA’s supervision program, interacting with inter-agency working groups, reviewing various agency compliance programs, and working on collaborative projects with several divisions within NCUA.
Originally a Syracuse, NY native, Rob joined NCUA during 1991 as a District Examiner in the Boston, Massachusetts area. During 1995, Rob relocated to NCUA’s Region I Office in Albay, New York and worked as an Insurance Analyst for 11 years.
Moisette I. “Tonya” Green Staff Attorney in the Operations Division of the Office of General Counsel, NCUA
Tonya Green joined the National Credit Union Administration (NCUA) in April 2005. Ms. Green serves as a Staff Attorney in the Operations Division of the Office of General Counsel. Her responsibilities include providing interpretations of the Federal Credit Union Act and NCUA Rules and Regulations to the agency and outside parties; advising the Board and NCUA staff on general legal matters; and drafting regulations designed to ensure the safety and soundness of credit unions.
Before joining the legal staff at NCUA, she served in the United States Air Force as a judge advocate from 1997 to 2004. Ms. Green also worked with a Washington, DC law firm.
A native of Orangeburg, SC, Ms. Green is a graduate of the University of South Carolina, where she received her Bachelor of Science and Juris Doctor degrees.
Teri Peulen
Senior Vice President, Division Manager, Prime Valuation Services
Teri Peulen joined Advanced Collateral Solutions in 2004. She is the Senior Vice President, Division Manager, responsible for client services, strategic planning, process improvement, and operations control for three residential property valuation business lines including Prime Valuation Services, a Prime Alliance Solutions joint venture. Prime Valuation Services is an appraisal management company.
Ms. Peulen has over twenty years of financial services management experience. While employed by Wells Fargo Bank and Associates First Capital Corporation, she was formally recognized for her exceptional best practices, constant improvement acumen. Key areas managed include consumer lending, financial service centers, securities administration, and back-up servicing.
Ms. Peulen received her Graduate School of Bank Management certification with honors at the University of Delaware where her thesis was “Adding Value for the Marquette Banks’ Retail Banking Customer”. She earned highest honors in completing the Bachelor of Science degree in Business Administration at Cardinal Stritch University.
