NCUA Attorney, Regina Metz and Affinion Group President and Chief Executive Officer for North America, Thomas Rusin  will present on NCUA's  Final Rule on Identity Theft Red Flags and Notices of Address Discrepancy. According to a report of the President’s Identity Theft Task Force, identity theft results in billions of dollars in losses each year to individuals and businesses.  The final rule requires each credit union to develop and implement an Identity Theft Prevention Program for combating identity theft in connection with new and existing accounts. The program must include reasonable policies and procedures for detecting, preventing, and mitigating identity theft.

Regina Metz, Attorney, Operations Division, Office of the General Counsel, National Credit Union Administration (NCUA)

 

Regina Metz has been an attorney and deputy ethics officer with the Operations Division in the Office of General Counsel at NCUA since 1998. She represents NCUA on interagency groups drafting regulations on the Fair and Accurate Credit Transactions (FACT) Act of 2003, including identity theft, and also on the Gramm-Leach-Bliley Act of 1999 consumer privacy and data security provisions.  She has drafted many NCUA regulations, legal opinions, policies, and instructions, and is an NCUA deputy ethics officer. 

 

Before NCUA, Ms. Metz practiced law at Schwartz and Ballen LLP, specializing in financial services, e-commerce, payment systems, and privacy. Previously, she was at Federal Deposit Insurance Corporation (FDIC) and Resolution Trust Corporation (RTC), specializing in contractor ethics issues. 

 

She is a graduate of Georgetown University, where she was a board member, VP and manager of the Georgetown University Student Federal Credit Union and Fordham University School of Law. 

 

Thomas J. Rusin, President and Chief Executive Officer, North America, Affinion Group

 

Tom Rusin is the President and C.E.O. of Affinion Group’s North American division, which generated over $1 billion in revenue and a quarter of a billion dollars in operating income in the twelve months ended September 30, 2007.

 

Affinion Group’s North American division is comprised of three key operating segments: Membership, Insurance and Package, and Affinion’s Loyalty Division.

 

Rusin has overall responsibility for product development, product management, sales, marketing, client services, and Affinion’s turn-key in house marketing agency, The Affinion Direct Response Group. Rusin is also part of the Affinion Global senior team.
