Obama creates Cyber Threat Intelligence Integration Center

President Barack Obama yesterday ordered the Director of National Intelligence to create the Cyber Threat Intelligence Integration Center to help share information on malicious foreign cyber threats.

The White House said the CTIIC will provide intelligence analysis on foreign cyber threats, support U.S. government centers responsible for cybersecurity and support efforts to respond to such threats. The center is to work with the National Cybersecurity and Communications Integration Center, the National Cyber Investigative Joint Task Force and U.S. Cyber Command.

The move came the same day as a hearing by the House Committee on Homeland Security on the president's cybersecurity information sharing proposal. Before the hearing, NAFCU Vice President of Legislative Affairs Brad Thaler delivered a letter reiterating the importance of addressing cybersecurity measures with a national data security standard for retailers.

"In addition to addressing cybersecurity needs, NAFCU is hopeful that Congress will also soon take legislative action to address ongoing data security breaches at our nation's retailers," Thaler wrote Tuesday to Committee Chairman Michael McCaul, R-Texas, and Ranking Member Bennie Thompson, D-Miss.

During the hearing, McCaul emphasized the need for the private sector to have a safe harbor to comfortably share information with the government without privacy concerns.

NAFCU is a member of the Payments Security Task Force, a diverse group of participants in the payments industry that is focused on EMV chip implementation and is driving a discussion on payments system security. It is also a member of the Financial Services Sector Coordinating Council and the Financial Services Information Sharing and Analysis Center, which work on infrastructure cybersecurity.
