NCUA approves stress-testing schedule, more
In addition to approving a revised proposed rule on capital reform during its Thursday meeting, the NCUA Board also approved an annual performance plan, a community charter request and a proposed rule amending stress-test timing.
The 2015-2016 Annual Performance Plan focuses on NCUA Chairman Debbie Matz's six goals for the agency: implement a "robust supervision framework"; issue guidance on cybersecurity risks; monitor consumer complaints and promote financial literacy; develop guidance to better explain regulatory changes; increase the representation of women and minorities in the agency's workforce and management, and; strengthen security programs and communication.
360 Federal Credit Union of Windsor Locks, Conn., applied to convert to a community charter and was approved; it will now be able to serve members in Hartford, Middlesex and Tolland counties.
Finally, the board approved a proposed rule (Part 702) to amend the agency's capital planning and stress testing rules in order to adjust the timing for certain events in the planning and testing cycles – a change which will only affect five federally insured credit unions with more than $10 billion in assets. The deadline for comments on the proposed rule is 60 days after its publication in the Federal Register.
