NCUA: ANPR on supplemental capital early 2017
The NCUA Board is expected to release an advance notice of proposed rulemaking on supplemental capital early next year, agency staff said during Thursday's open board meeting.
NCUA sought input on the supplemental capital issue in January 2015, when it released its second iteration of a proposed risk-based capital rule (a rule was made final last October). Comments received focused on the lack of capital options for credit unions compared with banks, protection of supplemental capital, the need for clear and simple disclosure requirements and suitability standards for issuers and buyers.
NAFCU, in its comments on risk-based capital, noted the association's desire to see legislation to achieve a fair capital system providing, among other things, access to supplemental capital for all credit unions, regardless of charter type.
NCUA's ANPR, staff noted, will seek comments from the industry and recommendations on credit unions' use of supplemental capital.
