The National Credit Union Administration (NCUA), has released an Advance Notice of Proposed Rulemaking (ANPR) to solicit feedback on potential alternative capital frameworks. NAFCU would like to highlight the following:

  • The ANPR includes potential changes for secondary capital, which is already authorized for low-income designated credit unions, and the introduction of a supplemental capital framework for all federally-insured credit unions.
  • NCUA seeks input on four general areas of concern: eligibility and authority to issue alternative capital, marketplace viability of alternative capital, regulatory obstacles, and prudential standards.
