White House issues 2-for-1 rule guidance
Guidance from the White House on the administration's two-for-one order on regulations last week clarifies that the order applies only to "significant" regulations.
The order, issued Jan. 30, provides that for every new regulation an executive department or agency issues that imposes costs, two must be rescinded to offset those costs. The order refers to a 1993 executive order defining significant regulations as those imposing an annual economic cost of $100 million or more.
The guidance also says new actions that are purely deregulatory, and that reduce costs, do not have to be offset.
