Joint Marketing Exception to the Privacy Rule

Question - Does a joint marketing agreement allow the credit union to share nonpublic personal information if the member has not opted out?  Currently our credit union shares information with an "investment center," which is not part of the credit union.  The investment center then calls/mails members based on the lists provided.  Our privacy policy with the member does not permit members to "opt out."   Is this permissible?
