House poised to vote points-and-fees fix, more
The House is poised to vote today on a bill facilitating prize-linked savings and another that combines the qualified mortgage point-and-fees fix and other bills under a suspension of House rules.
The points-and-fees fix, backed by NAFCU, has already cleared the House as H.R. 3211, "Mortgage Choice Act." It would exempt from the qualified mortgage cap on points and fees any affiliated title charges and escrow charges for taxes and insurance. This language has been added to a series of other bills in package sponsored by Rep. Andy Barr, R-Ky., in an effort to press Senate action.
NAFCU testified in favor of H.R. 3211, introduced by Rep. Bill Huizenga, R-Mich., in January.
Also on the suspension calendar today is H.R. 3374, the "American Savings Promotion Act." Also supported by NAFCU, this measure would allow depository institutions to use savings promotion raffle products in states that permit them.
As discussed in NAFCU testimony this July, credit unions have seen some success with such programs, which are seen as one way to help encourage household savings. H.R. 3374 is sponsored by Rep. Derek Kilmer, D-Wash.
The House meets at noon.

[02:27] Having a leader who can really communicate cyber risks and understand how ready that institution is to deal with cyber events is incredibly important. [05:36] We need to be talking about risk openly. We need to be documenting and really understanding what remediating risk looks like and how you do that strategically. [16:38] Governance, risk, compliance, and adherence to regulatory controls are all being looked at much more closely. You are also seeing other technology that is coming into the fold directly responsible for helping CISOs navigate those waters.
