Prohibition on Requiring a Loan to Be Repaid By Automatic Transfer

Question - I understand that Regulation E prohibits a credit union from requiring that a member make loan payments by automatic debit, but the regulation also states that in-house transfers between a member's accounts within the credit union are exempted. Why the discrepancy? Can we require a loan to be repaid by automatic transfer from a member's checking or savings account?
