Miller to head NCUA continuity and security office

Joy Miller has been named director of NCUA's new Office of Continuity and Security Management, the agency announced Wednesday.

Miller currently serves as a Deputy Assistant Secretary for Security at the Department of Health and Human Services. She will take her new NCUA post Dec. 16, and the new Office of Continuity and Security Management opens Jan. 6.

NCUA said it reallocated existing resources to create the new office, which is aimed at improving NCUA's security and continuity activities by consolidating operations in a single office. The office will also enhance the effective use of sensitive information among the agency's staff, NCUA said.

The office will have four core responsibilities:

  • national continuity programs;
  • emergency management and physical security;
  • personnel security; and
  • intelligence and information security.

Miller has served as senior advisor for Global Health Security at the National Intelligence Council, chief scientist at the National Center for Medical Intelligence, division chief and senior intelligence officer at the Defense Intelligence Agency, and senior public health officerin the Air Force. She holds a doctorate from Washington State University, a master's from the University of California, Davis, and a bachelor's from the University of Idaho.

She will succeed James L. "Tab" Patrick, who is retiring from his position as director of NCUA's Division of Strategic and Continuity Planning.
