NCUA's Lay to manage agency's ESM program

Kelly Lay on May 31 will assume the role of NCUA's new business innovations director and be responsible for managing the Enterprise Solutions Modernization Program, which seeks to upgrade the agency's current information technology policies and practices.

The Enterprise Solutions Modernization Program was approved by the NCUA Board during its March open meeting. This modernization effort will also include updates to the information collected in the call report, removing data no longer relevant and adding new data reflecting new authorities provided to credit unions through NCUA rules.

NCUA estimated the program will cost $300,000 and lead to less on-site exam time for credit unions.

NCUA has said these improvements are a prerequisite to moving qualified credit unions to an extended exam cycle. NAFCU recommends that the extended exam cycle be developed in tandem with the agency's updates.

Lay has served as the associate regional director of programs in NCUA's Region II office since 2010. She started at NCUA in 1996 as an examiner. She has also served as director of supervision and director of insurance in the agency's Region V office.
